Animating a character with an Idle, Action Idle, and Run. I am not too familiar with the process but would it be best practice to make it all work into a singular skeleton or to create unique skeletons for each different sketched pose? Thanks for the help!

You can use same skeleton. just make transition between attachments inside the animation.
check this post.
Animated Frame by frame to Spine

and remember to make transition of the meshes as final stage. first find needed motion and polish animation then just make transition.
