Is this weights or freeform deformation? Pls help!
It clearly looks like someone is setting bone influence on that mesh.
Either you have 3 bones to influence this (two on the ears, one on the chin) or just one rotating in the middle of the face plus another one not moving that just keeps some parts of the mesh in place.
Very advanced control technique, much ispiration, wow.
I think it's strings.

that's defiantly 2 bone ik. if you use the pose tool you could get a smoother curve on the snout, but currently there is no support for ik with more than 2 bones.
