quality of scale is good enough to can't be that blurred

When actor with spine loaded it looks too blury
rmx I think it's probably due to the texture filtering settings on the UE side. The following threads may be helpful to you:

You might also have some post-processing effects enabled, like motion blur, which will cause this.
