The text is correct. Which part doesn't make sense?
When expanded, the bone row only shows a key when multiple properties under it have keys on the same frame.
Those are the white keys.
When collapsed, the bone row shows all the keys for the properties under it.
Seems clear to me.

It's clear now I guess I was losing the words bone row and was thinking it just means dropesheet. With that in mind I got confused how can dopesheet show more keys (all the keys) when it is collapsed, Anyway sorry. Sometimes seems this guide made for smart people. it is too condensed
What's a dropesheet!? 
It's true "bone row" is probably not mentioned very often in the docs. Both the dopesheet and graph have a row for each bone.
Writing docs is hard! Too many words, too few words. Especially hard is a sane order for introducing concepts. They often overlap or reference each other, so one needs to be first and then has to reference the other concept before it's been properly explained. Also we don't want to explain the same things in multiple places.
