Thank you for attaching the Spine project! However, I could not reproduce the problem on my PC even if I tried with the project. The behavior that I saw was like the video below.

To make it easier to see where the cursor is, I used a tool that displays a circle around the cursor, and you can see that the circle and the green target icon of the Pose tool are aligned.
I'm sorry I couldn’t find the cause, but this might be a problem that depends on the operating environment. We would appreciate it if you tell us about your current PC environment.
For your information, you mentioned in your other post that you set the interface scale to 150%, so I tried that setting as well, but could not reproduce this issue.
