My system language is English. I don't have any extra anti virus besides what windows includes. I tried turning it off but it didn't seem to make a difference.

Oh yeah, and I was looking through that other thread that you linked. They mentioned update files getting deleted from the updates folder, but my updates folder does have something in it. A single file labeled 3.7.93 (Which I'm assuming is the latest update)
